How Many People with Disabilities Access Education in India?

National Council of Educational Research and Training. (2005). The national focus group on education of children with special needs. Position paper. Retrieved from http://ideas.repec.org/p/ess/wpaper/id4489.html
  •  “…the Office of the Chief Commissioner of Persons with Disabilities stated that not more than 4 percent of children with disabilities have access to education” (p. 8).
    •  This percentage that has been assigned to the amount of individuals with disabilities that have access to education is atrocious.  The causes for this limited access to education include culture, lack of resources, lack of accountability, stigma, and more.  I wonder when this 4 percent was a reality in the United States as well.  It is clear through seeing numbers like this that giving people with disabilities their rights--their rights just to exist as humans in our society really--is the last civil rights battle.
